Context

  • Working under the overall supervision of the S2R Senior Project Coordinator and the direct supervision of the ICRS Project Officer, the successful candidate will be responsible for the planning, implementation and monitoring of socio-economic counselling and assistance to ICRS beneficiaries and designing and implementation of Community socioeconomic intervention including community developmental projects. In particular, s/he will. In particular, the incumbent will perform the following duties:

Core Functions / Responsibilities:

  • Assist in the implementation of the ICRS socio-economic reintegration activities including Community Socioeconomic Intervention through identification of community need, and implement community project base on needs.
  • Provide relevant information to beneficiaries and receiving communities, counsel beneficiaries on appropriate socio-economic opportunities and projects, make referrals to partner organizations and opportunities when necessary.
  • Undertake regular field visits to verify socio-economic interventions are implemented in a timely and effective manner, provide immediate response to challenges faced by beneficiaries in the field when possible, and facilitate recording of all activities and observations in the ICRS database.
  • Support effective, efficient and flexible implementation of approved ICRS projects/grants and recommend for implementation socioeconomic approach and procurement plan with budgetary implication for the ICRS beneficiaries and community project including facilitating procurement process for the smooth implementation of reintegration Programme.
  • In coordination with team leaders, draft weekly/monthly activity plans as well as ad hoc activity reports when requested.
  • Develop and maintain friendly, open and professional communications with beneficiaries, local counterparts, contractors/vendors, other agencies and organizations as well as local authorities.
  • Participate in regular staff meetings as well as meetings with community counterparts, implementing partners and other relevant stakeholders.
  • Establish and strengthen strategic partnerships with key national stakeholders and international actors and development partners on issues related to Socioeconomic opportunities for ICRS beneficiaries
  • Recommend for implementation identified opportunities for Beneficiaries Socioeconomic improvement, modernization, simplification, while working closely with other units to ensure timely and efficient implementation of identified process changes.
  • Provide overall support in the day-to-day implementation and monitoring of the Socioeconomic Counselling Unit and field operations under the programme.
  • Perform any other duties as may be assigned by the supervisor..

Education

  • University degree from an accredited institution in International Relations, Social Science, Law, Development and Humanitarian Affairs or related field.
  • Experience:
  • Minimum five years (three years for bachelor’s degree Holders) of continuous practice post-graduation, registered to practice in Nigeria and with a valid registration license.
  • Experience in related field, preferably in Transition, Reintegration Reconciliation, or related experience.
  • Experience in projects implemented with communities is an asset.
  • Good computer literacy;
  • Flexible work schedule and be ready to be engaged on short notice.
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations, and private sector entities.
  • Previous work experience in international organizations and companies would be an advantage preferably within the United Nations or within the international humanitarian
  • Good knowledge of the northeast region in Nigeria is an asset.

Context

  • Working under the overall supervision of the Head of Migrant Protection and Assistance /MPA) and direct supervision of the Project Officer (MM/AVRR) Benin city, and in close collaboration and consultation with other units within the Migration Management Unit, the successful candidate will be responsible for coordinating the implementation and monitoring of the AVRR activities under the Migration Management unit.

Core Functions / Responsibilities

  • Provide specialized assistance and leadership for planning and implementing the Migrant protection assistance component of the Migration Management unit, Nigeria, including tracking and monitoring the implementation progress to verify the projects objectives are achieved and suggesting corrective actions;
  • Lead the team providing rehabilitation and reintegration support to returned migrants and potential migrants in close coordination with other Migration Management (MM) and other sub-units and ensure the documentation and filing of all cases for reference and monitoring including regular update of beneficiaries’ information.
  • Liaison and strengthen partnerships with relevant governmental, non-governmental, international organizations as well as other relevant stakeholders in conducting local market study, value-chain analysis of various market opportunities existing in communities of origin of returned migrants to identify intervention needs on strengthening implementation of reintegration activities.
  • Assist and participate in the design, planning, implementation of community Based reintegration project, liaise with technical review team in execution, monitoring, /supply of project requirements to ensure they are in line with standards and specifications required by the project.
  • Oversee the capacity building activities to relevant state and non-state actors, including training institutions involved with providing rehabilitation and sustainable reintegration assistance.
  • Monitor and evaluate the implementation of project activities, including the day-to-day management of reintegration grants, and the work of implementing partners in the community-based reintegration activities and report the progress to the project officer, including preparation of monthly narrative financial reports.
  • Conduct rapid preliminary assessments for projects that have the potential to be used for community-based reintegration; provide general support to in-depth assessments that will be conducted by external sources to understand the impact of grants and community projects.
  • Establish linkages to vocational learning institutions and refer beneficiaries to selected marketable courses and conduct in-house regular training for identified project beneficiaries on the technical skills required to operate and efficiently manage the reintegration projects. 9. Perform and oversee returning migrant and potential migrant data entry activities as required by the project in MiMOSA and/or other relevant database as required by the project in coordination with respective RO offices. Perform continuous follow up for any changes in case or individual status / details and make respective changes in applications. 10. Review the conditions of the business plan pertaining to the reintegration/AVRR program and propose appropriate monitoring tools for individual grants.
  • Collect and analyse and present information through periodic (monthly) and ad-hoc reports on reintegration activities for evidenced-based programming. Coordinate and exchange information with national institutional, professional and academic counterparts.
  • Undertake duty travel as required.
  • Perform such other duties as may be assigned.

Educational Qualification and Experience

  • University Degree from an accredited institution in International Relations, Economics, Migration Studies, Management, Law and other Social Sciences with Five years professional experience
  • Diploma in the above fields with Seven years of relevant working experience
  • Experience working in Nigeria on community-based interventions and an excellent understanding of the current business environment and Nigeria market structure.

  • Knowledge of social development issues as well as general migration related issues in the country and the region

Context

  • Provide overall support in the day-to-day implementation and monitoring of the Migrant protection Assistance program AVRR component of the community-based reintegration.
  • Provide rehabilitation and reintegration support to returned migrants and othertargeted beneficiaries in close coordination with the Senior project assistant.
  • Assist in identifying areas of partnership with the private sector and other potential stakeholders, including companies already working in the sector that will benefit for the different proposed project interventions including community-based reintegration.
  • Provide livelihood guidance and options, on an individual, collective or cooperative basis, to increase beneficiaries’ awareness of different business options basedon market assessment and project beneficiary interests.
  • Assist with preparing Bill of Quantities (BoQ) for proposed project activities considering appropriate pricing of all business enterprise products ensuring the pricing is competitive while considering investment costs, ensuring best quality and value for money and monitor the delivery of vendor services in line with BoQ and contract to ensure timely delivery and project milestones are met.
  • Assist in establishinglinkages to vocational learning institutions and refer beneficiaries to selected marketable courses and conduct in-house regular training for identified project beneficiaries on the technical skills required to operate and efficiently manage the reintegration projects in coordination with supervisor.
  • Assist in carrying out beneficiary profile and needs assessment and offer counselling to the returnees and other targeted beneficiaries and facilitate smooth socio-economic reintegration.
  • Provide technical and administrative supportto relevant state and non-state actors, including training institutions, involved with providing rehabilitation and sustainable reintegration assistance.
  • Distribute allowances to returning migrants and other beneficiaries, as appropriate, prepare andreview conditions of the business plan as pertaining to the reintegration/AVRR program and raise any issue and carry out field visits to the beneficiaries’ business sites to monitor the implementation of the activities.
  • Develop the beneficiary profile and needs assessment formats and ensure the documentation and filing of all beneficiaries in a database for reference and monitoring including regular update of beneficiaries’ information in a database, provide support to the assessment of the qualitative and quantitative impact of grants and community projects.
  • Collect, prepare and present information through periodic and ad-hoc monitoring reports on reintegration activities for evidenced-based programming. Assist in the preparation for the exchange of information to relevant counterparts.
  • Facilitate the entry of returning migrant data as required in MiMOSA and/or other relevant database as required by the project in coordination with the Senior Reintegration Assistance.

Context

  • Working under the overall supervision of IOM Nigeria’s IBM Senior Programme Manager, and under the direct supervision of IBM Program Manager, National Programme Officer (IBM) and/ or the Senior Programme Assistant, the successful candidates’ primary role will be to provide support to IOM Nigeria’s IBM projects focusing on providing support to Government of Nigeria toward improvement of Nigeria’s borders and implementing new approaches to training within Nigeria Immigration Service (NIS).

Within this organizational context and scope the IOM Nigeria IBM Unit is recruiting one Programme Assistant at the G-5 level:

  • Supporting the National Programme Officer (IBM) and/or the Senior Programme Assistant, and their supervisors, in liaison with relevant governmental, non-governmental entities (NGOs), international organizations as well as other relevant stakeholders where necessary for the effective implementation of the activities of projects and participate in coordination meetings with governments, NGOs and other stakeholders where required in close coordination with the supervisor.
  • Collecting and providing necessary information and assists in preparing, organizing, and implementing all aspects of the projects’ activities including preparations and support to special consultancies occurring in the projects.
  • Assisting in preparation of reports and reporting to donors and partners, in IOM and donor formats as required.
  • Assisting in the monitoring and evaluation of projects’ activities for the assigned component.
  • Supporting visibility and communication activities related to the projects.
  • Assisting in the planning, preparation and implementation of seminars, conferences, workshops, meetings, presentations, and missions related to the projects, undertaking duty travel when necessary in support of project implementation.
  • Providing general support to the development of new related projects based on identified needs during project implementation.
  • Support in implementation and monitoring of IT components of the project activities.

Required Qualifications and Experience
Education:

  • Bachelor’s Degree in Computer Science or related field with at least 3 years of relevant work experience.

Experience:

  • Strong computer skills, particularly MS Office suite and database, php/Java, MYQSL/ORACLE. Advance knowledge of Excel.
  • Demonstrated non-specialist knowledge in the thematic areas relevant to IOM mandate areas for project implementation and development.
  • Experience in liaising with governmental authorities, other national/international institutions, the UN, and NGOs.
  • Experience working on migration issues in a project setting will be an advantage; and,
  • Direct experience in border management and innovative approaches to government training and capacity building in the migration sector will be an added advantage.

Languages:

  • Fluency in English (Oral and Written) and Working Knowledge of the local language.
